  IhaveseenyourdespatchesobjectingtoagentsofNorthernStatesopeningrecruitingstationsnearyourcamps。AnactofCongressauthorizesthis,givingtheappointmentofagentstotheStates,andnottotheExecutiveGovernment。ItisnotfortheWarDepartment,ormyself,torestrainormodifythelaw,initsexecution,furtherthanactualnecessitymayrequire。Tobecandid,Iwasforthepassageofthelaw,notapprehendingatthetimethatitwouldproducesuchinconveniencetothearmiesinthefieldasyounowcausemetofear。ManyoftheStateswereveryanxiousforit,andI

  hopedthat,withtheirStatebounties,andactiveexertions,theywouldgetoutsubstantialadditionstoourcoloredforces,which,unlikewhiterecruits,helpuswheretheycomefrom,aswellaswheretheygoto。Istillhopeadvantagefromthelaw;andbeingalaw,itmustbetreatedassuchbyallofus。Weherewilldowhatweconsistentlycantosaveyoufromdifficultiesarisingoutofit。

  Anypropositionwhichembracestherestorationofpeace,theintegrityofthewholeUnion,andtheabandonmentofslavery,andwhichcomesbyandwithanauthoritythatcancontrolthearmiesnowatwaragainsttheUnitedStates,willbereceivedandconsideredbytheExecutiveGovernmentoftheUnitedStates,andwillbemetbyliberaltermsonothersubstantialandcollateralpoints;andthebearerorbearersthereofshallhavesafeconductbothways。

  WhereasbytheactapprovedJuly4,1864,entitled\"Anactfurthertoregulateandprovidefortheenrollingandcallingoutthenationalforcesandforotherpurposes,\"itisprovidedthatthePresidentoftheUnitedStatesmay,\"athisdiscretion,atanytimehereafter,callforanynumberofmen,asvolunteersfortherespectivetermsofone,two,andthreeyearsformilitaryservice,\"and\"thatincasethequotaoranypartthereofofanytown,township,wardofacity,precinct,orelectiondistrict,orofacountynotsosubdivided,shallnotbefilledwithinthespaceoffiftydaysaftersuchcall,thenthePresidentshallimmediatelyorderadraftforoneyeartofillsuchquotaoranypartthereofwhichmaybeunfilled;\"andWhereasthenewenrolmentheretoforeorderedissofarcompletedasthattheaforementionedactofCongressmaynowbeputinoperationforrecruitingandkeepingupthestrengthofthearmiesinthefield,forgarrisons,andsuchmilitaryoperationsasmayberequiredforthepurposeofsuppressingtherebellionandrestoringtheauthorityoftheUnitedStatesGovernmentintheinsurgentStates:

  Now,therefore,I,AbrahamLincoln,PresidentoftheUnitedStates,doissuethismylastcallforfivehundredthousandvolunteersforthemilitaryservice:Provided,nevertheless,Thatthiscallshallbereducedbyallcreditswhichmaybeestablishedundersectioneightoftheaforesaidactonaccountofpersonswhohaveenteredthenavalserviceduringthepresentrebellionandbycreditsformenfurnishedtothemilitaryserviceinexcessofcallsheretoforemade。

  Volunteerswillbeacceptedunderthiscallforone,two,orthreeyears,astheymayelect,andwillbeentitledtothebountyprovidedbythelawfortheperiodofservicesforwhichtheyenlist。

  IhavejustseenyourscomplainingoftheappointmentofHoveyandOsterhaus。Thepointyoumakeisunquestionablyagoodone,andyetpleasehearawordfromus。MyrecollectionisthatbothGeneralGrantandyourselfrecommendedbothH[ovey]andO[sterhaus]forpromotion,andthese,withotherstrongrecommendations,drewcommittalsfromuswhichwecouldneitherhonorablyorsafelydisregard。WeblamedH[ovey]forcomingawayinthemannerinwhichhedid,butheknewhehadapparentreasontofeeldisappointedandmortified,andwefeltitwasnotbesttocrushonewhocertainlyhadbeenagoodsoldier。Asto[Osterhaus],wedidnotknowofhisleavingatthetimewemadetheappointment,anddonotnowknowthetermsonwhichheleft。Nottohaveappointedhim,asthecaseappearedtousatthetime,wouldhavebeenalmost,ifnotquite,aviolationofourword。Thewordwasgivenonwhatwethoughtwashighmeritandsomewhatonhisnationality。Ibegyoutobelievewedonotactinaspiritofdisregardingmerit。Weexpecttoawaityourprogrammeforfurtherchangesandpromotionsinyourarmy。Myprofoundestthankstoyouandyourwholearmyforthepresentcampaignsofar。

  I。CongresshavingauthorizedthepurchasefortheUnitedStatesoftheproductsofStatesdeclaredininsurrection,andtheSecretaryoftheTreasuryhavingdesignatedNewOrleans,Memphis,Nashville,Pensacola,PortRoyal,BeaufortNorthCarolina,andNorfolk,asplacesofpurchase,and,withmyapproval,appointedagentsandmaderegulationsunderwhichsaidproductsmaybepurchased,therefore:

  II。Allpersonsexceptsuchasmaybeinthecivil,military,ornavalserviceofthegovernment,havingintheirpossessionanyproductsofStatesorpartsofStatesdeclaredininsurrection,whichsaidagentsareauthorizedtopurchase;andallpersonsowningorcontrollingsuchproductsthereinareauthorizedtoconveysuchproductstoeitheroftheplaceswhichhavebeenherebyormayhereafterbedesignatedasplacesofpurchase,andsuchproductssodestinedshallnotbeliabletodetention,seizure,orforfeiturewhileintransitu,orinstorewaitingtransportation。

  III。Anypersonhavingthecertificateofapurchasingagent,asprescribedbyTreasuryRegulationVIII,isauthorizedtopasswiththenecessarymeansoftransportationtothepointsnamedinsaidcertificate,andtoreturntherefromwiththeproductsrequiredforthefulfilmentofthestipulationssetforthinsaidcertificate。

  IV。AnypersonhavingsoldanddeliveredtoapurchasingagentanyproductsofaninsurrectionaryStateinaccordancewiththeregulationsinrelationthereto,andhavinginhispossessionacertificatesettingforththefactofsuchpurchaseandsale;thecharacterandquantityofproducts,andtheaggregateamountpaidtherefor,asprescribedbyRegulationI,shallbepermittedbythemilitaryauthoritycommandingattheplaceofsaletopurchasefromanyauthorizeddealeratsuchplacemerchandiseandotherarticlesnotcontrabandofwarnorprohibitedbyorderoftheWarDepartment,norcoin,bullion,orforeignexchange,toanamountnotexceedinginvalueone—thirdoftheaggregatevalueoftheproductssoldbyhimascertifiedbytheagentspurchasing,andthemerchandiseandotherarticlessopurchasedmaybetransportedbythesameroute,andtothesameplace,fromandbywhichtheproductssoldanddeliveredreachedthepurchasingagent,assetforthinthecertificate,andsuchmerchandiseandotherarticlesshallhavesafeconduct,andshallnotbesubjecttodetention,seizure,orforfeiturewhilebeingtransportedtotheplacesandbytheroutessetforthinthesaidcertificate。

  V。Generalscommandingmilitarydistricts,andcommandantsofmilitarypostsanddetachments,andofficerscommandingfleets,flotillas,andgunboats,willgivesafeconducttopersonsandproducts,merchandise,andotherarticlesdulyauthorizedasaforesaid,andnotcontrabandofwar,orprohibitedbyorderoftheWarDepartment,oroftheorderofsuchgeneralscommanding,orotherdulyauthorizedmilitaryornavalofficer,madeinpursuancehereof,andallpersonshinderingorpreventingsuchsafeconductofpersonsorpropertywill,bedeemedguiltyofamilitaryoffenseandpunishedaccordingly。

  FRIENDSANDFELLOW—CITIZENS:——IamnotifiedthatthisisacomplimentpaidmebytheloyalMarylandersresidentinthisDistrict。IinferthattheadoptionofthenewconstitutionfortheStatefurnishestheoccasion,andthatinyourviewtheextirpationofslaveryconstitutesthechiefmeritofthenewconstitution。MostheartilydoIcongratulateyou,andMaryland,andthenation,andtheworld,uponthisevent。Iregretthatitdidnotoccurtwoyearssooner,which,Iamsure,wouldhavesavedthenationmoremoneythanwouldhavemetalltheprivatelossincidenttothemeasure;butithascomeatlast,andIsincerelyhopeitsfriendsmayfullyrealizealltheiranticipationsofgoodfromit,andthatitsopponentsmaybyitseffectsbeagreeablyandprofitablydisappointed。

  OthersregardthefactthattheChicagoConventionadjourned,notsinedie,buttomeetagain,ifcalledtodosobyaparticularindividual,astheintimationofapurposethatiftheirnomineeshallbeelectedhewillatonceseizecontroloftheGovernment。I

  hopethegoodpeoplewillpermitthemselvestosuffernouneasinessoneitherpoint。IamstrugglingtomaintaintheGovernment,nottooverthrowit。Iamstrugglingespeciallytopreventothersfromoverthrowingit。Ithereforesay,thatifIlive,IshallremainPresidentuntilthe4thofnextMarch,andthatwhoevershallbeconstitutionallyelected,inNovember,shallbedulyinstalledasPresidentonthe4thofMarch,andintheintervalIshalldomyutmostthatwhoeveristoholdthehelmforthenextvoyageshallstartwiththebestpossiblechanceofsavingtheship。Thisisduetothepeople,bothonprincipleandundertheConstitution。Theirwill,constitutionallyexpressed,istheultimatelawforall。Iftheyshoulddeliberatelyresolvetohaveimmediatepeace,evenatthelossoftheircountryandtheirliberties,Iknownotthepowerortherighttoresistthem。Itistheirownbusiness,andtheymustdoastheypleasewiththeirown。Ibelieve,however,theyarestillresolvedtopreservetheircountryandtheirliberties;andinthis,inofficeoroutofit,Iamresolvedtostandbythem。Imayadd,thatinthispurposetosavethecountryanditsliberties,noclassesofpeopleseemsonearlyunanimousasthesoldiersinthefieldandthesailorsafloat。Dotheynothavethehardestofit?

  IthaspleasedAlmightyGodtoprolongournationallifeanotheryear,defendinguswithhisguardiancareagainstunfriendlydesignsfromabroad,andvouchsafingtousinHismercymanyandsignalvictoriesovertheenemy,whoisofourownhousehold。IthasalsopleasedourHeavenlyFathertofavoraswellourcitizensintheirhomesasoursoldiersintheircamps,andoursailorsontheriversandseas,withunusualhealth。Hehaslargelyaugmentedourfreepopulationbyemancipationandbyimmigration,whilehehasopenedtousnew:sourcesofwealth,andhascrownedthelaborofourworking—

  Uptothepresentmoment,nothingwhateveruponthesubjecthaspassedbetweenGovernorJohnson,oranyoneelse,connectedwiththeproclamation,andmyself。

  Sincereceivingthepapers,asstated,IhavegiventhesubjectsuchbriefconsiderationasIhavebeenabletodo,inthemidstofsomanypressingpublicduties。

  Myconclusionis,thatIcanhavenothingtodowiththematter,eithertosustaintheplanastheconventionandGovernorJohnsonhaveinitiatedit,ortorevokeormodifyitasyoudemand。

  BytheConstitutionandlaws,thePresidentischargedwithnodutyinthepresidentialelectioninanyState,nordoIinthiscaseperceiveanymilitaryreasonforhisinterferenceinthematter。

  ThemovementsetonfootbytheconventionandGovernorJohnsondoesnot,asseemstobeassumedbyyou,emanatefromtheNationalExecutive。

  Innopropersensecanitbeconsideredotherthananindependentmovementof,atleast,aportionoftheloyalpeopleofTennessee。

  Idonotperceiveintheplananymenace,orviolence,orcoerciontowardsanyone。

  GovernorJohnson,likeanyotherloyalcitizenofTennessee,hastherighttofavoranypoliticalplanhechooses,and,asmilitarygovernor,itishisdutytokeeppeaceamongandfortheloyalpeopleoftheState。

  Icannotdiscernthatbythisplanhepurposesanymore。Butyouobjecttotheplan。
