  Themeaningofthisismorethanclear。TherégimeofwhichSt。Justpresentstheplan,isthatbywhicheveryoligarchyofinvadersinstallsandmaintainsitselfoverasubjugatednation。Throughthisrégime,inGreece,tenthousandSpartans,aftertheDorianinvasion,masteredthreehundredthousandhelotsandpériocques;throughthisrégime,inEngland,sixtythousandNormans,afterthebattleofHastings,masteredtwomillionSaxons;throughthisrégimeinIreland,sincethebattleoftheBoyne,twohundredthousandEnglishProtestantshavemasteredamillionofCatholicIrish;throughthisrégime,thethreehundredthousandJacobinsofFrancewillmasterthesevenoreightmillionsofGirondins,Feuillants,RoyalistsorIndifferents。

  Thissystemofgovernmentisaverysimpleoneandconsistinmaintainingthesubjectpopulationinastateofextremehelplessnessandofextremeterror。Tothisend,itisdisarmed;[115]itiskeptundersurveillance;allactionincommonisprohibited;itseyesshouldalwaysbedirectedtotheup—liftedaxandtotheprisondoorsalwaysopen;itisruinedanddecimated。—Forthepastsixmonthsalltheserigorsaredecreedandapplied,——disarmamentof\"suspects,\"taxesontherich,themaximumagainsttraders,requisitionsonland—owners,wholesalearrests,rapidexecutionsofsentences,arbitrarypenaltiesofdeath,andpublicized,multipliedtortures。Forthepastsixmonths,allsortsofexecutiveinstrumentsaresetupandputintooperation:TheCommitteeofPublicSafety,theCommitteeofGeneralSecurity,ambulatingproconsulswithfullpower,localcommitteesauthorizedtotaxandimprisonatwill,arevolutionaryarmy,arevolutionarytribunal。But,forlackofinternalharmonyandofcentralimpulsion,themachineonlyhalfworks,thepowernotbeingsufficientanditsactionnotsufficientlysweepinganduniversal。

  Tosuppressinadvanceanytendencytoadministrativeinertia,ithashadwithdrawnfromthetoopowerful,toomuchrespected,departmentgovernments,\"tooinclinedtofederalism,\"theirdepartmentaldominanceandtheir\"politicalinfluence。\"[126]Itreducesthesetothelevyingoftaxesandthesupervisionofroadsandcanals;itpurgesthemoutthroughitsagents;itevenpurgesoutthegovernmentsofmunicipalitiesanddistricts。Tosuppressbeforehandallprobabilityofpopularopposition,ithashadthesessionsofthesectionsreducedtotwoperweek;itinstallsinthesesections,foraboutfortysousaday,amajorityofsans—culottes;itordersthesuspension\"untilfurtherdirectives\"ofallmunicipalelections。[127]
