Asamatteroffact，Ihadnosuchfeeling。Ihadbeencarefullystudyingthequestion。IhadtalkedwiththeMutualLifeandEquitablepeopleaboutit，butwasnotcommittedtoanyparticularcourse，andhadgravedoubtsastowhetheritwaswelltodrawthelineonsizeinsteadofonconduct。IwasthereforeverygladtoseePerkinsandgetanewpointofview。Iwentoverthematterwithagreatdealofcareandatconsiderablelength，andafterwehadthrashedthematteroutprettyfullyandPerkinshadlaidbeforemeindetailthemethodsemployedbyAustria，Germany，Switzerland，andotherEuropeancountriestohandletheirlargeinsurancecompanies，Itookthepositionthatthereundoubtedlywereevilsintheinsurancebusiness，butthattheydidnotconsistininsuringpeople’slives，forthatcertainlywasnotanevil；andIdidnotseehowtherealevilscouldbeeradicatedbylimitingorsuppressingacompany’sabilitytoprotectanadditionalnumberofliveswithinsurance。IthereforeannouncedthatIwouldnotfavorabillthatlimitedvolumeofbusiness，andwouldnotsignitifitwerepassed；butthatIfavoredlegislationthatwouldmakeitimpossibletoplace，throughagents，policiesthatwereambiguousandmisleading，ortopayexorbitantpricestoagentsforbusiness，ortoinvestpolicy-holders’moneyinimpropersecurities，ortogivepowertoofficerstousethecompany’sfundsfortheirownpersonalprofit。InreachingthisdeterminationI
