  thecurrenthelpedusbutlittle。Wemet,duringourdescent,veryfewvessels。Oneofthebestgiftsofnature,insograndachannelofcommunication,seemsherewilfullythrownaway——ariverinwhichshipsmightnavigatefromatemperatecountry,assurprisinglyabundantincertainproductionsasdestituteofothers,toanotherpossessingatropicalclimate,andasoilwhich,accordingtothebestofjudges,M。Bonpland,isperhapsunequalledinfertilityinanypartoftheworld。HowdifferentwouldhavebeentheaspectofthisriverifEnglishcolonistshadbygoodfortunefirstsailedupthePlata!Whatnobletownswouldnowhaveoccupieditsshores!TillthedeathofFrancia,theDictatorofParaguay,thesetwocountriesmustremaindistinct,asifplacedonoppositesidesoftheglobe。Andwhentheoldbloody-mindedtyrantisgonetohislongaccount,Paraguaywillbetornbyrevolutions,violentinproportiontothepreviousunnaturalcalm。Thatcountrywillhavetolearn,likeeveryotherSouthAmericanstate,thatarepubliccannotsucceedtillitcontainsacertainbodyofmenimbuedwiththeprinciplesofjusticeandhonour。
