Myfirstquestionwasupontheconditionofthepeople。OurAmericanlegationhadcorrespondedwithCountTolstoiandhisfamilyastodistributingaportionofthefaminefundsentfromtheUnitedStates,hencethissubjectnaturallyaroseattheoutset。Hesaidthattheconditionofthepeasantswasstillverybad;thattheyhadverygenerallyeatentheirdraught—animals,burnedportionsoftheirbuildingstokeeplifeintheirbodies,andreducedthemselvestohopelesswant。OnmysuggestingthatthenewcommercialtreatywithGermanymighthelpmatters,hethoughtthatitwouldhavebutlittleeffect,sinceonlyasmallportionofthetotalproductofRussianagricultureisconsumedabroad。ThisledhimtospeakofsomeAmericansandEnglishmenwhohadvisitedthefamine—strickendistricts,and,whilehereferredkindlytothemall,heseemedespeciallyattractedbytheQuakerJohnBellowsofGloucester,England,theauthorofthewonderfullittleFrenchdictionary。ThisledhimtosaythathesympathizedwiththeQuakersineverythingsavetheirbeliefinproperty;thatinthistheywereutterlyillogical;thatpropertypresupposesforcetoprotectit。IremarkedthatmostAmericanQuakersknewnothingofsuchforce;thatnoneofthemhadeverseenanAmericansoldier,saveduringourCivilWar,andthatprobablynotoneinhundredsofthemhadeverseenasoldieratall。Heanswered,\"Butyouforgetthepoliceman。\"Heevidentlyputpolicemenandsoldiersinthesamecategory——asusingforcetoprotectproperty,andthereforetobealikeabhorred。
