Buttheemperors,andotherChristiansovereigns,underwhosegovernmenttheseerrorsandthelikeencroachmentsofecclesiasticsupontheirofficeatfirstcreptin,tothedisturbanceoftheirpossessionsandofthetranquillityoftheirsubjects,thoughtheysufferedthesameforwantofforesightofthesequel,andofinsightintothedesignsoftheirteachers,mayneverthelessbeesteemedaccessariestotheirownandthepublicdamage。Forwithouttheirauthoritytherecouldatfirstnoseditiousdoctrinehavebeenpubliclypreached。Isaytheymighthavehinderedthesameinthebeginning:butwhenthepeoplewereoncepossessedbythosespiritualmen,therewasnohumanremedytobeappliedthatanymancouldinvent。AndfortheremediesthatGodshouldprovide,whoneverfailethinHisgoodtimetodestroyallthemachinationsofmenagainstthetruth,wearetoattendHisgoodpleasurethatsufferethmanytimestheprosperityofHisenemies,togetherwiththeirambition,togrowtosuchaheightastheviolencethereofopeneththeeyes,whichthewarinessoftheirpredecessorshadbeforesealedup,andmakesmenbytoomuchgraspingletgoall,asPeter’snetwasbrokenbythestrugglingoftoogreatamultitudeoffishes;whereastheimpatienceofthosethatstrivetoresistsuchencroachment,beforetheirsubjects’eyeswereopened,didbutincreasethepowertheyresisted。IdonotthereforeblametheEmperorFrederickforholdingthestirruptoourcountrymanPopeAdrian;forsuchwasthedispositionofhissubjectsthen,asifhehadnotdoneit,hewasnotlikelytohavesucceededintheempire。ButIblamethosethat,inthebeginning,whentheirpowerwasentire,bysufferingsuchdoctrinestobeforgedintheuniversitiesoftheirowndominions,haveheldthestirruptoallthesucceedingpopes,whilsttheymountedintothethronesofallChristiansovereigns,torideandtireboththemandtheirpeople,attheirpleasure。
