Buttowhatendisit,maysomemanask,thattheApostlesandotherpastorsoftheChurch,aftertheirtime,shouldmeettogethertoagreeuponwhatdoctrineshouldbetaught,bothforfaithandmanners,ifnomanwereobligedtoobservetheirdecrees?TothismaybeansweredthattheApostlesandeldersofthatcouncilwereobliged,evenbytheirentranceintoit,toteachthedoctrinethereinconcluded,anddecreedtobetaught,sofarforthasnoprecedentlaw,towhichtheywereobligedtoyieldobedience,wastothecontrary;butnotthatallotherChristiansshouldbeobligedtoobservewhattheytaught。Forthoughtheymightdeliberatewhateachofthemshouldteach,yettheycouldnotdeliberatewhatothersshoulddo,unlesstheirassemblyhadhadalegislativepower,whichnonecouldhavebutcivilsovereigns。ForthoughGodbethesovereignofalltheworld,wearenotboundtotakeforHislawwhatsoeverispropoundedbyeverymaninHisname;noranythingcontrarytothecivillaw,whichGodhathexpresslycommandedustoobey。
SeeingthentheactsofcounciloftheApostleswerethennolaws,butcounsels;muchlessarelawstheactsofanyotherdoctorsorcouncilssince,ifassembledwithouttheauthorityofthecivilsovereign。Andconsequently,thebooksoftheNewTestament,thoughmostperfectrulesofChristiandoctrine,couldnotbemadelawsbyanyotherauthoritythanthatofkingsorsovereignassemblies。
