  InmynorthernjourneyIwasveryfrequentlyobligedtoputupwithroughanddirtyaccommodation,becausethebettersortofhouseswereofthisclass。Iftherearefewsightswhichshockthetraveller,thereismuchevenonthesurfacetoindicateviceswhichdegradeandenslavethemanhoodofJapan。

  IadviseeverytravellerintheruderregionsofJapantotakeasimilarstretcherandagoodmosquitonet。Withthesehemaydefyallordinarydiscomforts。

  ThiscanonlybetrueofthebehaviourofthelowestexcursionistsfromtheTreatyPorts。

  Manyunpleasantdetailshavenecessarilybeenomitted。Ifthereaderrequiresanyapologyforthosewhicharegivenhereandelsewhere,itmustbefoundinmydesiretogivesuchafaithfulpictureofpeasantlife,asIsawitinNorthernJapan,asmaybeacontributiontothegeneralsumofknowledgeofthecountry,and,atthesametime,servetoillustratesomeofthedifficultieswhichtheGovernmenthastoencounterinitsendeavourtoraisemassesofpeopleasdeficientastheseareinsomeofthefirstrequirementsofcivilisation。

  Theexcessofmalesoverfemalesinthecapitalis36,000,andinthewholeEmpirenearlyhalfamillion。

  Byoneofthese,notfittedupforpassengers,IhavesentoneofmybasketstoHakodate,andbydoingsohavecomeupononeofthevexatiousrestrictionsbywhichforeignersareharassed。ItwouldseemnaturaltoallowaforeignertosendhispersonalluggagefromoneTreatyPorttoanotherwithoutgoingthroughanumberofformalitieswhichrenderitnearlyimpossible,butitwasonlymanagedbyItosendingmineinhisownnametoaJapaneseatHakodatewithwhomheisslightlyacquainted。

  Thishospitalislargeandwellventilated,buthasnotasyetsucceededinattractingmanyin-patients;out-patients,speciallysufferersfromophthalmia,areverynumerous。TheJapanesechiefphysicianregardsthegreatprevalenceofthemaladyinthisneighbourhoodastheresultofdamp,thereflectionofthesun’sraysfromsandandsnow,inadequateventilationandcharcoalfumes。
