MYDEARSIR:——Yoursofthe17thisjustreceived;andcomingfromyou,Iconfessitastonishesme。Thatyoushouldobjecttomyadheringtoalawwhichyouhadassistedinmakingandpresentingtomelessthanamonthbeforeisoddenough。Butthisisaverysmallpart。
GeneralFremont’sproclamationastoconfiscationofpropertyandtheliberationofslavesispurelypoliticalandnotwithintherangeofmilitarylawornecessity。Ifacommandinggeneralfindsanecessitytoseizethefarmofaprivateownerforapasture,anencampment,orafortification,hehastherighttodoso,andtosoholditaslongasthenecessitylasts;andthisiswithinmilitarylaw,becausewithinmilitarynecessity。Buttosaythefarmshallnolongerbelongtotheowner,orhisheirsforever,andthisaswellwhenthefarmisnotneededformilitarypurposesaswhenitis,ispurelypolitical,withoutthesavorofmilitarylawaboutit。Andthesameistrueofslaves。Ifthegeneralneedsthem,hecanseizethemandusethem;butwhentheneedispast,itisnotforhimtofixtheirpermanentfuturecondition。Thatmustbesettledaccordingtolawsmadebylaw—makers,andnotbymilitaryproclamations。Theproclamationinthepointinquestionissimply\"dictatorship。\"Itassumesthatthegeneralmaydoanythinghepleasesconfiscatethelandsandfreetheslavesofloyalpeople,aswellasofdisloyalones。Andgoingthewholefigure,Ihavenodoubt,wouldbemorepopularwithsomethoughtlesspeoplethanthatwhichhasbeendone,ButIcannotassumethisrecklessposition,norallowotherstoassumeitonmyresponsibility。
Youspeakofitasbeingtheonlymeansofsavingthegovernment。Onthecontrary,itisitselfthesurrenderofthegovernment。CanitbepretendedthatitisanylongertheGovernmentoftheUnitedStates——anygovernmentofconstitutionandlawswhereinageneralorapresidentmaymakepermanentrulesofpropertybyproclamation?I
donotsayCongressmightnotwithproprietypassalawonthepoint,justsuchasGeneralFremontproclaimed。
IdonotsayImightnot,asamemberofCongress,voteforit。WhatIobjecttois,thatI,asPresident,shallexpresslyorimpliedlyseizeandexercisethepermanentlegislativefunctionsofthegovernment。
Somuchastoprinciple。Nowastopolicy。Nodoubtthethingwaspopularinsomequarters,andwouldhavebeenmoresoifithadbeenageneraldeclarationofemancipation。TheKentuckyLegislaturewouldnotbudgetillthatproclamationwasmodified;andGeneralAndersontelegraphedmethatonthenewsofGeneralFremonthavingactuallyissueddeedsofmanumission,awholecompanyofourvolunteersthrewdowntheirarmsanddisbanded。IwassoassuredastothinkitprobablethattheveryarmswehadfurnishedKentuckywouldbeturnedagainstus。IthinktoloseKentuckyisnearlythesameastolosethewholegame。Kentuckygone,wecannotholdMissouri,nor,asIthink,Maryland。Theseallagainstus,andthejobonourhandsistoolargeforus。Wewouldaswellconsenttoseparationatonce,includingthesurrenderofthisCapital。Onthecontrary,ifyouwillgiveupyourrestlessnessfornewpositions,andbackmemanfullyonthegroundsuponwhichyouandotherkindfriendsgavemetheelectionandhaveapprovedinmypublicdocuments,weshallgothroughtriumphantly。YoumustnotunderstandItookmycourseontheproclamationbecauseofKentucky。ItookthesamegroundinaprivatelettertoGeneralFremontbeforeIheardfromKentucky。
YouthinkIaminconsistentbecauseIdidnotalsoforbidGeneralFremonttoshootmenundertheproclamation。Iunderstandthatparttobewithinmilitarylaw,butIalsothink,andsoprivatelywroteGeneralFremont,thatitisimpoliticinthis,thatouradversarieshavethepower,andwillcertainlyexerciseit,toshootasmanyofourmenasweshootoftheirs。Ididnotsaythisinthepublicletter,becauseitisasubjectIprefernottodiscussinthehearingofourenemies。
TherehasbeennothoughtofremovingGeneralFremontonanygroundconnectedwithhisproclamation,andiftherehasbeenanywishforhisremovalonanyground,ourmutualfriendSam。Glovercanprobablytellyouwhatitwas。Ihopenorealnecessityforitexistsonanyground。

Onoraboutthe5thofOctobertheexactdatetobedeterminedhereafterIwishamovementmadetoseizeandholdapointontherailroadconnectingVirginiaandTennesseenearthemountain—passcalledCumberlandGap。ThatpointisnowguardedagainstusbyZollicoffer,with6000or8000rebelsatBarboursvilleKy。,——saytwenty—fivemilesfromtheGap,towardLexington。Wehaveaforceof5000or6000underGeneralThomas,atCampDickRobinson,abouttwenty—fivemilesfromLexingtonandseventy—fivefromZollicoffer’scamp,Ontheroadbetweenthetwo。ThereisnotarailroadanywherebetweenLexingtonandthepointtobeseized,andalongthewholelengthofwhichtheUnionsentimentamongthepeoplelargelypredominates。WehavemilitarypossessionoftherailroadfromCincinnatitoLexington,andfromLouisvilletoLexington,andsomehomeguards,underGeneralCrittenden,areonthelatterline。WehavepossessionoftherailroadfromLouisvilletoNashville,Tenn。,sofarasMuldraugh’sHill,aboutfortymiles,andtherebelshavepossessionofthatroadallsouthofthere。AttheHillwehaveaforceof8000,underGeneralSherman,andaboutanequalforceofrebelsisaveryshortdistancesouth,underGeneralBuckner。
WehavealargeforceatPaducah,andasmalleratPortHolt,bothontheKentuckyside,withsomeatBird’sPoint,Cairo,MoundCity,Evansville,andNewAlbany,allontheotherside,andallwhich,withthegunboatsontheriver,areperhapssufficienttoguardtheOhiofromLouisvilletoitsmouth。
Aboutsuppliesoftroops,mygeneralideaisthatallfromWisconsin,Minnesota,Iowa,Illinois,Missouri,andKansas,notnowelsewhere,belefttoFremont。AllfromIndianaandMichigan,notnowelsewhere,besenttoAndersonatLouisville。AllfromOhioneededinwesternVirginiabesentthere,andanyremainderbesenttoMitchellatCincinnati,forAnderson。AlleastofthemountainsbeappropriatedtoMcClellanandtothecoast。
Astomovements,myideaisthattheoneforthecoastandthatonCumberlandGapbesimultaneous,andthatinthemeantimepreparation,vigilantwatching,andthedefensiveonlybeactedupon;this,however,nottoapplytoFremont’soperationsinnorthernandmiddleMissouri。ThatbeforethesemovementsThomasandShermanshallrespectivelywatchbutnotattackZollicofferandBuckner。ThatwhenthecoastandGapmovementsshallbereadyShermanismerelytostandfast,whileallatCincinnatiandallatLouisville,withallontheline,concentraterapidlyatLexington,andthencetoThomas’scamp,joininghim,andthewholethenceupontheGap。ItisforthemilitarymentodecidewhethertheycanfindapassthroughthemountainsatorneartheGapwhichcannotbedefendedbytheenemywithagreatlyinferiorforce,andwhatistobedoneinregardtothis。

SIR:——ThecommandoftheDepartmentoftheWesthavingdevolveduponyou,Iproposetoofferyouafewsuggestions。Knowinghowhazardousitistobinddownadistantcommanderinthefieldtospecificlinesandoperations,assomuchalwaysdependsonaknowledgeoflocalitiesandpassingevents,itisintended,therefore,toleaveaconsiderablemarginfortheexerciseofyourjudgmentanddiscretion。
ThemainrebelarmyPrice’swestoftheMississippiisbelievedtohavepassedDadeCountyinfullretreatuponnorthwesternArkansas,leavingMissourialmostfreedfromtheenemy,exceptinginthesoutheastoftheState。Assumingthisbasisoffact,itseemsdesirable,asyouarenotlikelytoovertakePrice,andareindangerofmakingtoolongalinefromyourownbaseofsuppliesandreinforcements,thatyoushouldgiveupthepursuit,haltyourmainarmy,divideitintotwocorpsofobservation,oneoccupyingSedaliaandtheotherRolla,thepresentterminiofrailroads;thenrecruittheconditionofbothcorpsbyre—establishingandimprovingtheirdisciplineandinstructions,perfectingtheirclothingandequipments,andprovidinglessuncomfortablequarters。Ofcourse,bothrailroadsmustbeguardedandkeptopen,judiciouslyemployingjustsomuchforceasisnecessaryforthis。Fromthesetwopoints,SedaliaandRolla,andespeciallyinjudiciouscooperationwithLaneontheKansasborder,itwouldbesoeasytoconcentrateandrepelanyarmyoftheenemyreturningonMissourifromthesouthwest,thatitisnotprobableanysuchattemptwillbemadebeforeorduringtheapproachingcoldweather。BeforespringthepeopleofMissouriwillprobablybeinnofavorablemoodtorenewfornextyearthetroubleswhichhavesomuchafflictedandimpoverishedthemduringthis。Ifyouadoptthislineofpolicy,andif,asIanticipate,youwillseenoenemyingreatforceapproaching,youwillhaveasurplusofforcewhichyoucanwithdrawfromthesepointsanddirecttoothersasmaybeneeded,therailroadsfurnishingreadymeansofreinforcingthesemainpointsifoccasionrequires。Doubtlesslocaluprisingswillforatimecontinuetooccur,butthesecanbemetbydetachmentsandlocalforcesofourown,andwillerelongtireoutofthemselves。

Thegovernorproposesthat,asthemoneytobedisbursedisthemoneyoftheUnitedStates,suchstaffofficersintheserviceoftheUnitedStatesasmaybenecessarytoactasdisbursingofficersfortheStatemilitiashallbeassignedbytheWarDepartmentforthatduty;or,ifsuchcannotbesparedfromtheirpresentduty,hewillappointsuchpersonsdisbursingofficersfortheStatemilitiaasthePresidentoftheUnitedStatesmaydesignate。Suchregulationsasmayberequired,inthejudgmentofthePresident,toinsureregularityofreturnsandtoprotecttheUnitedStatesfromanyfraudulentpracticesshallbeobservedandobeyedbyallinofficeintheStatemilitia。
TheabovepropositionsareacceptedonthepartoftheUnitedStates,andtheSecretaryofWarisdirectedtomakethenecessaryordersupontheOrdnance,Quartermaster’s,Commissary,Pay,andMedicaldepartmentstocarrythisagreementintoeffect。HewillcausethenecessarystaffofficersintheUnitedStatesservicetobedetailedfordutyinconnectionwiththeMissouriStatemilitia,andwillorderthemtomakethenecessaryprovisionintheirrespectiveofficesforfulfillingthisagreement。AllrequisitionsuponthedifferentofficersoftheUnitedStatesunderthisagreementtobemadeinsubstanceinthesamemodefortheMissouriStatemilitiaassimilarrequisitionsaremadefortroopsintheserviceoftheUnitedStates;andtheSecretaryofWarwillcauseanyadditionalregulationsthatmaybenecessarytoinsureregularityandeconomyincarryingthisagreementintoeffecttobeadoptedandcommunicatedtotheGovernorofMissouriforthegovernmentoftheMissouriStatemilitia。

SIR:——IreceivewithgreatpleasureaMinisterfromSweden。Thatpleasureisenhancedbytheinformationwhichprecededyourarrivalhere,thathisMajesty,yoursovereign,hadselectedyoutofillthemissionuponthegroundsofyourderivationfromanancestralstockidentifiedwiththemostgloriouseraofyourcountry’snoblehistory,andyourowneminentsocialandpoliticalstandinginSweden。Thiscountry,sir,maintains,andmeanstomaintain,therightsofhumannature,andthecapacityofmenforself—government。
ThehistoryofSwedenprovesthatthisisthefaithofthepeopleofSweden,andweknowthatitisthefaithandpracticeoftheirrespectedsovereign。Restassured,therefore,thatweshallbefoundalwaysjustandpaternalinourtransactionswithyourgovernment,andthatnothingwillbeomittedonmyparttomakeyourresidenceinthiscapitalagreeabletoyourselfandsatisfactorytoyourgovernment。

DEARGOVERNOR:——IhavethoughtovertheinterviewwhichMr。GilmorehashadwithMr。Greeley,andtheproposalthatGreeleyhasmadetoGilmore,namely,thathe[Gilmore]shallcommunicatetohim[Greeley]
allthathelearnsfromyouoftheinnerworkingsoftheadministration,inreturnforhis[Greeley’s]givingsuchaidashecantothenewmagazine,andallowingyou[Walker]fromtimetotimetheuseofhis[Greeley’s]columnswhenitisdesirabletofeelof,orforestall,publicopiniononimportantsubjects。Thearrangementmeetsmyunqualifiedapproval,andIshallfurtherittotheextentofmyability,byopeningtoyou——asIdonow——fullythepolicyoftheGovernment,——itspresentviewsandfutureintentionswhenformed,givingyoupermissiontocommunicatethemtoGilmoreforGreeley;andincaseyougotoEuropeIwillgivethesethingsdirecttoGilmore。

Thiswastobemostseverelyregretted,whenGreeleybecameatraitortothecause,editorializedforcompromiseandseparation——andpromotedMcClellanasDemocraticcandidateforthePresidency。
Thathehaseverkickedthetraceshasbeenowingtohisnotbeingfullyinformed。TellGilmoretosaytohimthat,ifheeverobjectstomypolicy,Ishallbegladtohavehimstatetomehisviewsfranklyandfully。IshalladopthisifIcan。IfIcannot,Iwillatleasttellhimwhy。HeandIshouldstandtogether,andletnominordifferencescomebetweenus;forwebothseekoneend,whichisthesavingofourcountry。Now,Governor,thisisalongerletterthanIhavewritteninamonth,——longerthanIwouldhavewrittenforanyothermanthanHoraceGreeley。

FELLOW—CITIZENSOFTHESENATEANDHOUSEOFREPRESENTATIVES:——InthemidstofunprecedentedpoliticaltroubleswehavecauseofgreatgratitudetoGodforunusualgoodhealthandmostabundantharvests。
Youwillnotbesurprisedtolearnthatinthepeculiarexigenciesofthetimesourintercoursewithforeignnationshasbeenattendedwithprofoundsolicitude,chieflyturninguponourowndomesticaffairs。
AdisloyalportionoftheAmericanpeoplehaveduringthewholeyearbeenengagedinanattempttodivideanddestroytheUnion。Anationwhichenduresfactiousdomesticdivisionisexposedtodisrespectabroad,andoneparty,ifnotboth,issuresoonerorlatertoinvokeforeignintervention。
Nationsthustemptedtointerferearenotalwaysabletoresistthecounselsofseemingexpediencyandungenerousambition,althoughmeasuresadoptedundersuchinfluencesseldomfailtobeunfortunateandinjurioustothoseadoptingthem。
ThedisloyalcitizensoftheUnitedStateswhohaveofferedtheruinofourcountryinreturnfortheaidandcomfortwhichtheyhaveinvokedabroadhavereceivedlesspatronageandencouragementthantheyprobablyexpected。Ifitwerejusttosuppose,astheinsurgentshaveseemedtoassume,thatforeignnationsinthiscase,discardingallmoral,social,andtreatyobligations,wouldactsolelyandselfishlyforthemostspeedyrestorationofcommerce,includingespeciallytheacquisitionofcotton,thosenationsappearasyetnottohaveseentheirwaytotheirobjectmoredirectlyorclearlythroughthedestructionthanthroughthepreservationoftheUnion。Ifwecoulddaretobelievethatforeignnationsareactuatedbynohigherprinciplethanthis,Iamquitesureasoundargumentcouldbemadetoshowthemthattheycanreachtheiraimmorereadilyandeasilybyaidingtocrushthisrebellionthanbygivingencouragementtoit。
Theprincipalleverreliedonbytheinsurgentsforexcitingforeignnationstohostilityagainstus,asalreadyintimated,istheembarrassmentofcommerce。Thosenations,however,notimprobablysawfromthefirstthatitwastheUnionwhichmadeaswellourforeignasourdomesticcommerce。Theycanscarcelyhavefailedtoperceivethattheeffortfordisunionproducestheexistingdifficulty,andthatonestrongnationpromisesmoredurablepeaceandamoreextensive,valuable,andreliablecommercethancanthesamenationbrokenintohostilefragments。
Itisnotmypurposetoreviewourdiscussionswithforeignstates,because,whatevermightbetheirwishesordispositions,theintegrityofourcountryandthestabilityofourgovernmentmainlydependnotuponthem,butontheloyalty,virtue,patriotism,andintelligenceoftheAmericanpeople。Thecorrespondenceitself,withtheusualreservations,isherewithsubmitted。
Iventuretohopeitwillappearthatwehavepracticedprudenceandliberalitytowardforeignpowers,avertingcausesofirritationandwithfirmnessmaintainingourownrightsandhonor。
Since,however,itisapparentthathere,asineveryotherstate,foreigndangersnecessarilyattenddomesticdifficulties,Irecommendthatadequateandamplemeasuresbeadoptedformaintainingthepublicdefensesoneveryside。Whileunderthisgeneralrecommendationprovisionfordefendingourseacoastlinereadilyoccurstothemind,IalsointhesameconnectionasktheattentionofCongresstoourgreatlakesandrivers。Itisbelievedthatsomefortificationsanddepotsofarmsandmunitions,withharborandnavigationimprovements,allatwell—selectedpointsuponthese,wouldbeofgreatimportancetothenationaldefenseandpreservationIaskattentiontotheviewsoftheSecretaryofWar,expressedinhisreport,uponthesamegeneralsubject。
