AstheFounderandFatherofModernMissions，thecharacterandcareerofWilliamCareyarebeingrevealedeveryyearintheprogress，andasyet，thepurityoftheexpansionoftheChurchandoftheEnglish-speakingracesinthetwo-thirdsoftheworldwhicharestilloutsideofChristendom。The？3：2：6ofKetteringbecame？00，000beforehedied，andisnow？，000，000ayear。TheoneordainedEnglishmissionaryisnowabandof20，000menandwomensentoutby558agenciesoftheReformedChurches。Thesolitaryconverts，eachwithnoinfluenceonhispeople，orcountry，orgeneration，arenowacommunityof3，000，000inIndiaalone，andinallthelandsoutsideofChristendom5，000，000，ofwhom80，000aremissionariestotheirowncountrymen，andmanyareleadersofthenativecommunities。SincethefirsteditionoftheBengaliNewTestamentappearedatthebeginningofthecentury250，000，000ofcopiesoftheHolyScriptureshavebeenprinted，ofwhichonehalfarein370ofthenon-Englishtonguesoftheworld。TheBengaliSchoolofMudnabati，theChristianCollegeofSerampore，havesetinmotioneducationalforcesthatarebringingnationstothebirth，arepassingunderBibleinstructioneverydaymorethanamillionboysandgirls，youngmenandmaidensofthedarkracesofmankind。
TheseventhEarlofShaftesbury，thegreatestandmostpracticalEvangelicalofthenineteenthcenturyafterWilliamWilberforce，wrotethusinhisJournaloftheclasswhomCareyheadedintheeighteenth，andwhomWordsworthcommemoratedas\"Notsedentaryall，therearewhoroamToscatterseedsofLifeonbarbarousshores。\"

TheeloquentDr。RichardWinterHamilton，reflectingthatsacrificetoheroesisreserveduntilaftersunset，recalledWilliamCarey，eightyearsafterhisdeath，as\"wieldingapowertowhichalldifficultiesyielded，butthatpowernoiselessasalawofnature；
greatinconceptionaswellasinperformance；profoundasthosedeepcombinationsoflanguageinwhichtheIndianphilosophyandpolytheismhidethemselves，butgentleastheflowerwhichinhisbriefrecreationhelovedtotrain；awfulasthesage，simpleasthechild；speakingthroughtheEasternworldinasmanylanguages，perhaps，as\'thecloventonguesoffire\'represented；toberememberedandblessedaslongasGangesrolls！\"
ThehistorianoftheBaptistMissionarySociety，andRobertHall，whomSirJamesMackintoshpronouncedthegreatestEnglishorator，havebothattemptedanestimateofCarey\'sgeniusandinfluence。

1。ArticletheThirdoftheChartergrantedbyhisDanishMajesty，havingauthorisedthefirstCouncilofSeramporeCollegeintheirlifetimetonominateundertheirhandandsealsuchotherpersonorpersonsforcolleaguesorsuccessorsasmaytothemappearmostproper，sothattheCouncilshallalwaysconsistofatleastthreepersons，theirsuccessorsintheCouncilshallbecompetentinlikemannertonominateintheirlifetime，undertheirseparatehandandseal，suchpersonorpersonsastheymaydeemmostpropertofillvacanciesthenexistingorwhichmayoccurontheirdemise；membersthusnominatedandchosenshallsucceedtotheCouncilinorderoftheirnomination。

5。ThemanagementoftheCollege，includingitsrevenuesandproperty，thechoiceofProfessorandTutors，theadmissionofStudents，theappointmentofallfunctionariesandservants，andthegeneralorderandgovernmentoftheCollege，shalleverbevestedintheMasterandtheCouncil。TheMastershallseethattheStatutesandRegulationsoftheCouncilbedulycarriedintoeffect，andtakeorderforthegoodgovernmentoftheCollegeinallthings。Hissignatureisnecessarytothevalidityofalldeeds，instruments，documentsandproceedings。

7。NooathsshallbeadministeredinSeramporeCollege，eithertotheMembersofCouncil，theProfessorsandTutors，ortheStudents。
Inallcasesasolemnpromise，dulyrecordedandsignedbytheparty，shallbeacceptedinsteadofanoath。
8。MarriageshallbenobartoanyofficeorsituationinSeramporeCollege，fromthatoftheMastertothatoftheloweststudent。
9。ThesalariesoftheProfessorsandTutorsinSeramporeCollegeshallbeappointed，andthemeansofsupportforallfunctionaries，studentsandservantsberegulatedbytheCouncilinsuchmannerasshallbestpromotetheobjectsoftheInstitution。

13。StudentsareadmissibleatthediscretionoftheCouncilfromanybodyofChristians，whetherProtestant，RomanCatholic，theGreek，ortheArmenianChurch；andforthepurposeofstudy，fromtheMussulmanandHinduyouth，whosehabitsforbidtheirlivingintheCollege。Nocaste，colour，orcountryshallbaranymanfromadmissionintoSeramporeCollege。
14。Expulsionshallbeawardedincasesofopenimmorality，incorrigibleidleness，neglectoftheCollegeStatutesandregulations，orrepeateddisobediencetotheofficersoftheCollege。
15。AnypersoninIndia，Europe，orAmericashallbeatlibertytofoundanyProfessorship，ortoattachtoSeramporeCollegeanyannualexhibitionorprizefortheencouragementoflearninginthesamemannerasintheUniversitiesofGreatBritain，regulatingsuchendowmentaccordingtotheirownwill；anditshallbedutyoftheCollegeCounciltocarrysuchbenefactionsintoeffectinstrictconsonancewiththewillofthedonorsasfarasshallbeconsistentwiththeStatutesoftheCollege。
16。ItshallbelawfulforthefirstCounciloftheCollegeortheirsuccessorstomakeandrescindanybye-lawswhatever，providedtheybenotcontrarytotheseStatutes。
17。TheCharterhavingdeclaredthatthenumberoftheProfessorsandstudentsinSeramporeCollegeremainsunlimited，theyshallbeleftthusunlimited，thenumbertoberegulatedonlybythegraciousprovidenceofGodandthegenerosityofthepublicinIndia，EuropeandAmerica。
