Thisisaninterestingfact,thatsolongagoastheyear1346suchapracticewasknowntoexistinCentralAfrica。
WhenthefuneralritesofKamrasiwereover,KabbaRegaascendedthethrone,andsucceededtoallhisfather’swives,withtheexceptionofhisownmother。ThisistheinvariablecustominUnyoro。
Thethroneiscomposedpartlyofcopperandofwood。Itisanexceedinglysmallandancientpieceoffurniture,andhasbeenhandeddownformanygenerationsandisconsideredtobeacojoor,ortalisman。
Thereisalsoanancientdrum,whichisregardedwithreverenceassomethinguncanny,andthetwoarticlesarealwaysjealouslyguardedbyspecialsoldiers,andareseldomused。
Shouldthethronebelostorstolen,theauthorityofthekingwoulddisappear,togetherwiththetalisman,anddisorderwouldreignthroughoutthecountryuntilthepreciousobjectshouldberestored。
CHAPTERXIX。
RESTORATIONOFTHELIBERATEDSLAVES。
Theworkhadnowfairlycommenced,andKabbaRegaandhischiefswereassuredofagrandreform。Alreadytheslave-huntershadbeenpunished:
thevakeel,Suleiman,wassecuredinthestocks,andtheslavesthathadbeenkidnappedhadbeenrestoredtotheirhomesinUnyoro。InowdeterminedtoinsistupontherestorationofalltheUnyoroslavesthathadbeencarriedawayfromthiscountry,andwerecaptivesinthezareebasofFatiko,Fabbo,Faloro,andFarragenia。FromthedescriptionsofKabbaRegaandhischiefs,Iconsideredthattheseprisonersamountedtoaboutathousandpersons——womenandchildren。
Umbogo,theinterpreter,declaredthatAbouSaood’scompanieswouldattackthegovernmenttroops,shouldIinsistupontheliberationoftheslaves。Hehadlivedwiththeseslave-hunters,andhehadfrequentlyheardthemdeclare,that,”shouldthePachaeverarriveinthiscountry,andinsistuponthesuppressionofslavery,theywouldshoothimratherthanlosetheirslaves。”Itreatedthisideaasanabsurdity。
AtthesametimethatKabbaRegaandhispeoplewereeagerfortherestorationofthenumerouswomenandchildrenthathadbeenstolenfromUnyoro,theywerethemselvesgreatslave-dealers。
M’tese,thepowerfulKingofUganda,onthesouthernfrontierofUnyoro,wasinthehabitofpurchasingivoryinthatcountryforthemerchantsofZanzibar。
Thesepurchasesweremadebyanexchangeofslaves,brass-coilbracelets,andlongcottonshirts;whichwereeitherofBritishorIndianmanufacture,thathadarrivedviaZanzibar。
M’tese,withhisusualsagacity,didnotpermitthemerchantsofthatcountrytoenterUgandainforce,buthereceivedfromthembothslavesandmerchandise,whichhesentintothesurroundingcountriesforthepurchaseofivory。Hethusmonopolizedthetrade,andkeptthepriceataminimum。
InUnyorotherewasanestablishedvalueforahealthyyounggirl。Suchapersonwasequaltoasingleelephant’stuskofthefirstclass,ortoanewshirt。Thusagirlcouldbepurchasedforashirt,andshemightbesubsequentlyexchangedforalargeelephant’stusk。
InthecountryofUganda,wherethenativesareexceedinglycleverastailorsandfurriers,needlesareingreatdemand。AhandsomegirlmaybepurchasedforthirteenEnglishneedles!Thusforslave-tradersthereexistedanexcellentopeningforaprofitablebusiness。AgirlmightbeboughtforthirteenneedlesinUganda,tobeexchangedinUnyoroforanelephant’stuskthatwouldbeworthtwentyorthirtypoundsinEngland。
AbouSaood’sbrigandshadbeenfartoolawlessevenforthisinnocenttraffic,andindefaultofthemerchandisenecessaryforsuchprofitableexchanges,theyhadfounditmoreconvenienttokidnapyounggirls,whichsavedmuchtroubleinbargainingforneedlesandshirts。
IneveryAfricantribethatIhavevisited,Ifoundslaveryanaturalinstitutionofthecountry。Ihadatlengthdiscoveredthatitwasbadpolicytocommenceadissertationagainsttheslavetradegenerally;
thisattackedlocalinterests,thereforeitwasmorediplomatictospeakagainstthecaptureofwomenandchildrenthatbelongedtomyhearers,buttoavoidadiscussionuponthemoralaspectoftheslavetrade。
Thenegroideaoftheeighthcommandmentis:”Thoushaltnotsteal——fromME;”buthetakesaliberalviewofthesubjectwhenthepropertybelongstoanother。
IhadbeenratherstartledintheyearofmyarrivalatGondokoro,when,duringthevoyage,IlandedandconversedwithsomesheiksoftheShirtribe。Oneoftheseheadmenwasloudinhiscomplaintsagainsttheslave-huntersandagainsttheslavetradeinparticular,fromwhichhistribehadsuffered。Manyofthewomenandchildrenhadbeencarriedoffbyaneighbouringtribe,calledtheBerri,ontheeastoftheNile。ThesheikthereforeproposedthatIshouldjoinhimwithmytroopsandcaptureallthewomenandchildrenthatbelongedtohisenemies。Thiswasnaturalenough,andwasasimpleexampleoftherevengethatiscommontouneducatedhumannature。ThesheikandIgotonfamously,andIfoundagoodlistener,towhomIpreachedatouchingsermonuponthehorrorsoftheslavetrade,whichIwasresolvedtosuppress。

Theresultofmysermonontheslavetrade,addressedtothisaffectionatefather,wasquiteappalling。Iwasofferedhisonlysoninexchangeforaspade!andthisyoungniggerknaveofspadeswaswarrantedtoremainalwayshungry。
Isimplygivethisanecdoteasitoccurredwithoutassertingthatsuchconductistherule。Atthesametime,therecanbenodoubtthatamongtheWhiteNiletribesanynumberofmalechildrenmightbepurchasedfromtheirparents——especiallyinseasonsofscarcity。
Girlsarealwayspurchased,ifrequired,aswives。ItwouldbequiteimpossibletoobtainawifeforlovefromanytribethatIhavevisited。”Blessedishethathathhisquiverfullofthem”daughters。Alargefamilyofgirlsisasourceofwealthtothefather,ashesellseachdaughterfortwelveorfifteencowstohersuitor。Everygirliscertaintomarry;thusadozendaughterswillbringafortuneofatleast150
cowstotheirparentsinallpastoralcountries。
InUnyoro,cattlearescarce,andtheybelongtotheking;thereforethegirlsarepurchasedforvariouscommodities——suchasbrass-coilbracelets,bark-cloths,cottonshirts,ivory,&c。
Iwasanxioustoestablishanewandlegitimatesystemoftradeinthiscountry,whichwouldbethefirststeptowardsahighercivilization。I
accordinglydevotedeveryenergytothecompletionofthestation,inwhichwewereassistedbythenatives,underthedirectionoftheirvariousheadmen。
TheorderandorganizationofUnyorowereagreatcontrasttothewantofcohesionofthenortherntribes。Everydistrictthroughoutthecountrywasgovernedbyachief,whowasresponsibletothekingforthestateofhisprovince。Thissystemwasextendedtosub-governorsandaseriesoflowerofficialsineverydistrict,whowereboundtoobeytheordersofthelord-lieutenant。Thuseveryprovincebadaresponsiblehead,thatcouldbeatoncecutoffshoulddisloyaltyorothersignsofbadgovernmentappearinacertaindistrict。
Intheeventofwar,everygovernorcouldappear,togetherwithhiscontingentofarmedmen,atashortnotice。
TheseweretherulesofgovernmentthathadbeenestablishedformanygenerationsthroughoutUnyoro。
Thecivilwarhadceased,andKabbaRegahavingascendedthethrone,thecountryhadagainfallenintotheorderthatapreviousgoodorganizationrenderedeasy。
Thevariousheadmenofthedistrictnowappeareddaily,withtheirmenladenwiththatchgrassandcanesfortheconstructionofthestation。
Icommencedagovernmenthouse,andaprivatedwellingadjoiningformyself。
OnmyfirstarrivalatMasindiIhadbeggedKabbaRegatoinstructhispeopletoclearawayaboutfiftyacresofgrassaroundourstation,andtobreakupthegroundforcultivation,asIwishedmytroopstosowandreaptheirowncorn,insteadoflivingattheexpenseofthenatives。
Thesystem,bothinUgandaandUnyoro,isbadandunjust。
Shouldvisitorsarrive,theyarenotallowedtopurchasefoodfromthepeople,buttheymustbefedbytheking’sorderatthecostoftheinhabitants。Thisgenerallyresultsintheirnotbeingfedatall,asthenativesquittheneighbourhood。
IhadsufferedmuchfromhungerinUnyoro,duringmyformervisit,inthereignofKamrasi;thereforeIwishedtoprotectmyselfagainstfaminebyatimelycultivationofthesurroundingfertileland,whichwasnowcoveredwithrankgrassaboutninefeethigh。
Inamilitarypointofviewitwasimpolitictositdownwithinastationincircledbyadensegrasscovert,andalthoughIhadnotthemostremotesuspicionofhostilityinthiscountry,Ipreferredasituationwhencewecouldenjoyanextensivelandscape。
