whileanotherwasstaggeringbeneaththeweightofagoldenmodelofhisgreatadversaryNapoleonBonaparte。Some，broughtupasmountebanksandballet—dancers，wereperformingafigure—dance（heregrettedtoobserve，that，ofthefleassoemployed，severalwerefemales）；otherswereintraining，inasmallcard—boardbox，forpedestrians，—meresportingcharacters—andtwowereactuallyengagedinthecold—bloodedandbarbarousoccupationofduelling；apursuitfromwhichhumanityrecoiledwithhorroranddisgust。Hesuggestedthatmeasuresshouldbeimmediatelytakentoemploythelabourofthesefleasaspartandparceloftheproductivepowerofthecountry，whichmighteasilybedonebytheestablishmentamongthemofinfantschoolsandhousesofindustry，inwhichasystemofvirtuouseducation，baseduponsoundprinciples，shouldbeobserved，andmoralpreceptsstrictlyinculcated。Heproposedthateveryfleawhopresumedtoexhibit，forhire，music，ordancing，oranyspeciesoftheatricalentertainment，withoutalicence，shouldbeconsideredavagabond，andtreatedaccordingly；inwhichrespectheonlyplacedhimuponalevelwiththerestofmankind。Hewouldfurthersuggestthattheirlabourshouldbeplacedunderthecontrolandregulationofthestate，whoshouldsetapartfromtheprofits，afundforthesupportofsuperannuatedordisabledfleas，theirwidowsandorphans。Withthisview，heproposedthatliberalpremiumsshouldbeofferedforthethreebestdesignsforageneralalmshouse；fromwhich—asinsectarchitecturewaswellknowntobeinaveryadvancedandperfectstate—wemightpossiblyderivemanyvaluablehintsfortheimprovementofourmetropolitanuniversities，nationalgalleries，andotherpublicedifices。
’THEPRESIDENTwishedtobeinformedhowtheingeniousgentlemanproposedtoopenacommunicationwithfleasgenerally，inthefirstinstance，sothattheymightbethoroughlyimbuedwithasenseoftheadvantagestheymustnecessarilyderivefromchangingtheirmodeoflife，andapplyingthemselvestohonestlabour。Thisappearedtohim，theonlydifficulty。
’THEAUTHORsubmittedthatthisdifficultywaseasilyovercome，orratherthattherewasnodifficultyatallinthecase。Obviouslythecoursetobepursued，ifHerMajesty’sgovernmentcouldbeprevailedupontotakeuptheplan，wouldbe，tosecureataremunerativesalarytheindividualtowhomhehadalludedaspresidingovertheexhibitioninRegent—streetattheperiodofhisvisit。Thatgentlemanwouldatoncebeabletoputhimselfincommunicationwiththemassofthefleas，andtoinstructtheminpursuanceofsomegeneralplanofeducation，tobesanctionedbyParliament，untilsuchtimeasthemoreintelligentamongthemwereadvancedenoughtoofficiateasteacherstotherest。
