Butitisaveryseriousone，whatwillthenbecomeofthem?
Ignoranceandbigotry，likeotherinsanities，areincapableofself-government。Theywillfallundermilitarydespotism，andbecomethemurderoustoolsoftheambitionoftheirrespectiveBonapartes；
andwhetherthiswillbefortheirgreaterhappiness，theruleofoneonlyhastaughtyoutojudge。Noone，Ihope，candoubtmywishtoseethemandallmankindexercisingself-government，andcapableofexercisingit。Butthequestionisnotwhatwewish，butwhatispracticable?Astheirsincerefriendandbrotherthen，Idobelievethebestthingforthem，wouldbeforthemselvestocometoanaccordwithSpain，undertheguaranteeofFrance，Russia，Holland，andtheUnitedStates，allowingtoSpainanominalsupremacy，withauthorityonlytokeepthepeaceamongthem，leavingthemotherwiseallthepowersofself-government，untiltheirexperienceinthem，theiremancipationfromtheirpriests，andadvancementininformation，shallpreparethemforcompleteindependence。IexcludeEnglandfromthisconfederacy，becauseherselfishprinciplesrenderherincapableofhonorablepatronageordisinterestedco-operation；unless，indeed，whatseemsnowprobable，arevolutionshouldrestoretoheranhonestgovernment，onewhichwillpermittheworldtoliveinpeace。
