Thebenefitswhichasovereignbestowethonasubject，forfearofsomepowerandabilityhehathtodohurttotheCommonwealth，arenotproperlyrewards：fortheyarenotsalaries，becausethereisinthiscasenocontractsupposed，everymanbeingobligedalreadynottodotheCommonwealthdisservice：noraretheygraces，becausetheybeextortedbyfear，whichoughtnottobeincidenttothesovereignpower：butarerathersacrifices，whichthesovereign，consideredinhisnaturalperson，andnotinthepersonoftheCommonwealth，makesfortheappeasingthediscontentofhimhethinksmorepotentthanhimself；andencouragenottoobedience，but，onthecontrary，tothecontinuanceandincreasingoffurtherextortion。
Andwhereassomesalariesarecertain，andproceedfromthepublictreasury；andothersuncertainandcasual，proceedingfromtheexecutionoftheofficeforwhichthesalaryisordained；thelatterisinsomecaseshurtfultotheCommonwealth，asinthecaseofjudicature。Forwherethebenefitofthejudges，andministersofacourtofjustice，arisethforthemultitudeofcausesthatarebroughttotheircognizance，theremustneedsfollowtwoinconveniences：oneisthenourishingofsuits；forthemoresuits，thegreaterbenefit：
andanotherthatdependsonthat，whichiscontentionwhichisaboutjurisdiction；eachcourtdrawingtoitselfasmanycausesasitcan。
Butinofficesofexecutiontherearenotthoseinconveniences，becausetheiremploymentcannotbeincreasedbyanyendeavouroftheirown。Andthusmuchshallsufficeforthenatureofpunishmentandreward；whichare，asitwere，thenervesandtendonsthatmovethelimbsandjointsofaCommonwealth。
