Suchconductrepresentsthatnadirofunderbreedingandfolly。TheJapaneseareoneofthegreatnationsoftheworld，entitledtostand，andstanding，onafootingoffullequalitywithanynationofEuropeorAmerica。Ihavetheheartiestadmirationforthem。Theycanteachusmuch。Theircivilizationisinsomerespectshigherthanourown。
ItiseminentlyundesirablethatJapaneseandAmericansshouldattempttolivetogetherinmasses；anysuchattemptwouldbesuretoresultdisastrously，andthefar-seeingstatesmenofbothcountriesshouldjointopreventit。
Butthisisnotbecauseeithernationisinferiortotheother；itisbecausetheyaredifferent。Thetwopeoplesrepresenttwocivilizationswhich，althoughinmanyrespectsequallyhigh，aresototallydistinctintheirpasthistorythatitisidletoexpectinoneortwogenerationstoovercomethisdifference。Onecivilizationisasoldastheother；andinneithercaseisthelineofculturaldescentcoincidentwiththatofethnicdescent。UnquestionablytheancestorsofthegreatmajoritybothofthemodernAmericansandthemodernJapanesewerebarbariansinthatremotepastwhichsawtheoriginsoftheculturedpeoplestowhichtheAmericansandtheJapaneseofto-dayseverallytracetheircivilizations。Butthelinesofdevelopmentofthesetwocivilizations，oftheOrientandtheOccident，havebeenseparateanddivergentsincethousandsofyearsbeforetheChristianera；certainlysincethathoaryeldinwhichtheAkkadianpredecessorsoftheChaldeanSemitesheldswayinMesopotamia。Anefforttomixtogether，outofhand，thepeoplesrepresentingtheculminatingpointsoftwosuchlinesofdivergentculturaldevelopmentwouldbefraughtwithperil；andthis，Irepeat，becausethetwoaredifferent，notbecauseeitherisinferiortotheother。Wisestatesmen，lookingtothefuture，willforthepresentendeavortokeepthetwonationsfrommasscontactandintermingling，preciselybecausetheywishtokeepeachinrelationsofpermanentgoodwillandfriendshipwiththeother。
