  and,indeed,asregardsthemajorpartofthecontributions,itisprobablethatthiswasthefact,andthattheonlycriticismthatcouldproperlybemadeaboutthecontributionswasthattheywerenotmadewithpublicity——andatthattimeneitherthepartiesnorthepublichadanyrealizationthatpublicitywasnecessary,oranyadequateunderstandingofthedangersofthe“invisibleempire“whichthrovebywhatwasdoneinsecrecy。Many,probablymost,ofthecontributorsofthistypeneverwishedanythingpersonalinexchangefortheircontributions,andmadethemwithsincerepatriotism,desiringinreturnonlythattheGovernmentshouldbeconductedonaproperbasis。Unfortunately,itwas,inpractice,exceedinglydifficulttodistinguishthesemenfromtheotherswhocontributedbigsumstothevariouspartybosseswiththeexpectationofgainingconcreteandpersonaladvantagesinwhichthebossessharedattheexpenseofthegeneralpublic。Itwasveryhardtodrawthelinebetweenthesetwotypesofcontributions。

  Therewasbutonekindofmoneycontributionsastowhichitseemedtomeabsolutelyimpossibleforeitherthecontributorortherecipienttodisguisetothemselvestheevilmeaningofthecontribution。Thiswaswhereabigcorporationcontributedtobothpoliticalparties。I

  knewofonesuchcasewhereinaStatecampaignabigcorporationwhichhadmanydealingswithpublicofficialsfranklycontributedintheneighborhoodofahundredthousanddollarstoonecampaignfundandfiftythousanddollarstothecampaignfundoftheotherside——
