ThepartisansofcentralizationinEuropearewonttomaintainthattheGovernmentdirectstheaffairsofeachlocalitybetterthanthecitizenscoulddoitforthemselves;thismaybetruewhenthecentralpowerisenlightened,andwhenthelocaldistrictsareignorant;whenitisasalertastheyareslow;
whenitisaccustomedtoact,andtheytoobey。Indeed,itisevidentthatthisdoubletendencymustaugmentwiththeincreaseofcentralization,andthatthereadinessoftheoneandtheincapacityoftheothersmustbecomemoreandmoreprominent。
ButIdenythatsuchisthecasewhenthepeopleisasenlightened,asawaketoitsinterests,andasaccustomedtoreflectonthem,astheAmericansare。Iampersuaded,onthecontrary,thatinthiscasethecollectivestrengthofthecitizenswillalwaysconducemoreefficaciouslytothepublicwelfarethantheauthorityoftheGovernment。Itisdifficulttopointoutwithcertaintythemeansofarousingasleepingpopulation,andofgivingitpassionsandknowledgewhichitdoesnotpossess;itis,Iamwellaware,anarduoustasktopersuadementobusythemselvesabouttheirownaffairs;anditwouldfrequentlybeeasiertointeresttheminthepunctiliosofcourtetiquettethanintherepairsoftheircommondwelling。Butwheneveracentraladministrationaffectstosupersedethepersonsmostinterested,Iaminclinedtosupposethatitiseithermisledordesiroustomislead。Howeverenlightenedandhoweverskilfulacentralpowermaybe,itcannotofitselfembraceallthedetailsoftheexistenceofagreatnation。Suchvigilanceexceedsthepowersofman。Andwhenitattemptstocreateandsetinmotionsomanycomplicatedsprings,itmustsubmittoaveryimperfectresult,orconsumeitselfinbootlessefforts。
Centralizationsucceedsmoreeasily,indeed,insubjectingtheexternalactionsofmentoacertainuniformity,whichatleastcommandsourregard,independentlyoftheobjectstowhichitisapplied,likethosedevoteeswhoworshipthestatueandforgetthedeityitrepresents。Centralizationimpartswithoutdifficultyanadmirableregularitytotheroutineofbusiness;
providesforthedetailsofthesocialpolicewithsagacity;
