Theseventharticlemakesprovisionforanappeal,withinthreemonthsafterthenotificationofthedecision,uponpresentationofevidencethatthejudgmentcontainsasubstantialerroroffactorlaw。
Theeighthandfinalarticleprovidesthatthetreatyshallbecomeoperativewhenninesovereignstates,whereofatleastsixshallhavetakenpartintheconferenceofTheHague,shallhaveratifieditsprovisions。
Itturnsoutthatoursistheonlydelegationwhichhasanythinglikeafullandcarefullyadjustedplanforacourtofarbitration。TheEnglishdelegation,thoughevidentlyexceedinglydesirousthatasystemofarbitrationbeadopted,hascomewithoutanythingdefinitelydrawn。TheRussianshaveascheme;
but,sofarascanbelearned,thereisnoprovisioninitforapermanentcourt。
IntheeveningtherewasageneralassemblageofthemembersoftheconferenceatareceptiongivenbyJonkheervanKarnebeek,formerlyDutchministerofforeignaffairs,andnowfirstdelegatefromtheNetherlandstotheconference。Itwasverybrilliant,andImademanyinterestingacquaintances;but,probably,sincetheworldbegan,neverhassolargeabodycometogetherinaspiritofmorehopelessskepticismastoanygoodresult。Thoughnoonegivesloudutterancetothisfeeling,itisnonethelessdeep。Ofcourse,amongallthesedelegatesacquaintedwithpublicmenandmeasuresinEurope,thereisconsiderabledistrustoftheintentionsofRussia;and,naturally,theweaknessoftheRussianEmperoriswellunderstood,thoughallarereticentregardingit。TheonlyopenutterancesarethoseattributedtooneortwooftheolderEuropeandiplomatists,wholamentbeingsentonanerrandwhichtheyfearistobefruitless。Oneoftheseissaidtohavebewailedthismissionasasadendingtohispublicservices,andtohavedeclaredthatashehadledalonglifeofdevotiontohiscountryandtoitssovereign,hisfamilymightwelllookuponhiscareerashonorable;butthatnowheisprobablydoomedtocrownitwithanopenfailure。
