but，sofarascanbelearned，thereisnoprovisioninitforapermanentcourt。
IntheeveningtherewasageneralassemblageofthemembersoftheconferenceatareceptiongivenbyJonkheervanKarnebeek，formerlyDutchministerofforeignaffairs，andnowfirstdelegatefromtheNetherlandstotheconference。Itwasverybrilliant，andImademanyinterestingacquaintances;but，probably，sincetheworldbegan，neverhassolargeabodycometogetherinaspiritofmorehopelessskepticismastoanygoodresult。Thoughnoonegivesloudutterancetothisfeeling，itisnonethelessdeep。Ofcourse，amongallthesedelegatesacquaintedwithpublicmenandmeasuresinEurope，thereisconsiderabledistrustoftheintentionsofRussia;and，naturally，theweaknessoftheRussianEmperoriswellunderstood，thoughallarereticentregardingit。TheonlyopenutterancesarethoseattributedtooneortwooftheolderEuropeandiplomatists，wholamentbeingsentonanerrandwhichtheyfearistobefruitless。Oneoftheseissaidtohavebewailedthismissionasasadendingtohispublicservices，andtohavedeclaredthatashehadledalonglifeofdevotiontohiscountryandtoitssovereign，hisfamilymightwelllookuponhiscareerashonorable;butthatnowheisprobablydoomedtocrownitwithanopenfailure。
