Whilsttheywaited,theyweremarkedoutliketheJews,adistinctrace,hewersofwoodanddrawersofwater,scarcemembersofthecommunity,thoughborninthecountry。Allindifferentmenstoodasitwereatagaze:andthefew,whowerejealousofthecourt,werestillmorejealousofoneanother;
sothatastrengthsufficienttoopposebadministerswasnoteasytobeformed。Whenthisstrengthwasformed,andtheinsufficiencyoriniquityoftheadministrationwasdailyexposedtopublicview,manyadheredatfirsttotheminister,andothersweresincegainedtohiscause,becausetheyknewnothingoftheconstitutionoftheirown,norofthehistoryofothercountries;butimaginedwildly,thatthingsalwayswentastheysawthemgo,andthatlibertyhasbeen,andthereforemaybepreservedundertheinfluenceofthesamecorruption。Othersperhapswereweakenoughtobefrightenedatfirst,assomearehypocriticalenoughtopretendtobestill,withtheappellationsofToryandJacobite,whicharealwaysridiculouslygiventoeverymanwhodoesnotbowtothebrazenimagethattheKinghassetup。
Othersagainmightbepersuaded,thatnofataluseatleastwouldbemadeofthepoweracquiredbycorruption;andmenofsuperiorpartsmightandmaystillflatterthemselves,thatifthispowershouldbesoemployed,theyshallhavetimeandmeanstostoptheeffectsofit。Thefirstoftheseareseducedbytheirignoranceandfutility;thesecond,iftheyarenothypocrites,bytheirprejudices;thethird,bytheirpartialityandblindconfidence;
thelast,bytheirpresumptions;andallofthembythemammonofunrighteousness,theirprivateinterest,whichtheyendeavourtopalliateandtoreconcileaswellastheycantothatofthepublic:etcaecacupiditatecorrupti,nonintelliguntse,dumvendant,etvenire。
Accordingtothisrepresentation,whichItaketobetrue,yourLordshipwillagreethatourunfortunatecountryaffordsanexampleinproofofwhatisassertedabove。TheDutchtravellersIspokeof,menoftheordinary,orbelowtheordinarysizeofunderstanding,thoughtheyarecalledbycaprice,orliftedanyotherwayintopower,cannotdogreatandlongmischief,inacountryofliberty;unlessmenofgenius,knowledge,andexperience,misapplythesetalents,andbecometheirleaders。Aministerialfactionwouldhaveaslittleabilitytodohurt,astheyhaveinclinationtodogood,iftheywerenotformedandconductedbyoneofbetterpartsthanthey:norwouldsuchaministerbeabletosupport,attheheadofthistrustyphalanx,theignominioustyrannyimposedonhiscountry,ifothermen,ofbetterpartsandmuchmoreconsequencethanhimself,werenotdrawnintomisapplythesepartstothevilestdrudgeryimaginable;thedailydrudgeryofexplainingnonsense,coveringignorance,disguisingfolly,concealingandevenjustifyingfraudandcorruption;insteadofemployingtheirknowledge,theirelocution,theirskill,experienceandauthority,tocorrecttheadministrationandtoguardtheconstitution。Butthisisnotall:theexampleshowsagreatdealmore。YourLordship\'sexperienceaswellasminewilljustifywhatI
